Section 1 contains the Legislature's findings and declarations motivating the bill. This section creates no compliance obligations.

The covered-entity definition is notably broad — it encompasses any person or organization providing online services subject to any law pertaining to minimum age, not just AI-specific services. This section is purely definitional and creates no standalone obligations.

Members must cover specified areas of expertise including academia, technology, civil society, technology ethics, education, artificial intelligence, and social science.

Subsection (b) imposes independence and conflict-of-interest requirements on commission members, including prohibitions on external influence, incompatible occupations, and financial interests in regulated entities. Section 11530.2 defines the commission's core duties: developing minimum age compliance guidelines for covered entities, reviewing age assurance technologies used to implement minimum age verification, and establishing procedures for noncompliance investigations. These are government-facing institutional mandates rather than direct compliance obligations on private covered entities — the commission must create the rules, but the rules themselves are not yet specified in this bill.

Subsection (b) requires the commission to report annually (on or before January 1 of each year) to the Legislature and the Governor on its activities, compliance rates among covered entities, enforcement actions taken, and proposed statutory changes. This reporting obligation falls on the commission itself, not on covered entities.
