Sec. 1
Short Title

This Act may be cited as the ''AI Leadership To Enable Accountable Deployment Act'' or the ''AI LEAD Act''.

This section establishes the short title of the Act as the "AI Leadership To Enable Accountable Deployment Act" or the "AI LEAD Act." It creates no compliance obligations.

Sec. 2
Definitions

(1)–(6) AGENCYAgencyThe term "agency" has the meaning given the term in section 3502 of title 44, United States Code.Sec. 2(1).—The term ''agencyAgencyThe term "agency" has the meaning given the term in section 3502 of title 44, United States Code.Sec. 2(1)'' has the meaning given the term in section 3502 of title 44, United States Code. This section defines six key terms used throughout the Act, including agency, artificial intelligence, Chief Artificial Intelligence Officer, Council, Director, and relevant congressional committees. These definitions are purely definitional and create no independent compliance obligations.

Sec. 3
Chief Artificial Intelligence Officers Council
Government

Section 3 directs the OMB Director to establish a Chief Artificial Intelligence Officers Council within 90 days of enactment. The Council's mandate is to promote interagency coordination on AI design, acquisition, development, use, risk management, and performance. It must share best practices, assist the Director in identifying multi-agency AI initiatives, and engage with other interagency councils (CFO Council, CIO Council, etc.), industry, academia, and state/local/international governments.

Membership is prescribed to include the CAIO of each CFO Act agency, a representative from an agency with science and technology advisory experience (effectively OSTP), and other members at the Director's discretion. The Council may create standing committees and working groups.

Section 4 establishes two interlocking obligations. First, it imposes a general duty on each agency head to ensure responsible AI research, development, acquisition, application, governance, and use consistent with democratic values — including privacy, civil rights, civil liberties, information security, nondiscrimination, transparency, and reliability.

Second, it requires each agency head to hire or designate a Chief Artificial Intelligence Officer with an extensive enumerated set of responsibilities: promoting AI innovation, developing agency AI policies, ensuring governmentwide compliance, managing risk, producing risk management plans with risk-level classification procedures, ensuring rights-protective design and deployment, participating in budget and acquisition processes, and other duties as assigned by the OMB Director or agency head. The CAIO must be a senior executive classified above GS-15. Within one year of enactment, each agency head must notify congressional committees of the CAIO appointment and describe any dual-hatted responsibilities.

Each agency must also establish a comprehensive AI strategy covering trustworthy AI adoption, with 13 enumerated content requirements spanning roles, ethics, safety protections, algorithmic discrimination mitigation, workforce development, interagency coordination, data governance, procurement safeguards, and implementation actions. GAO must report to Congress within two years on the implementation and effectiveness of both the Governance Boards and the CAIOs.

Sunset

Effective on the date that is 10 years after the date of enactment of this Act, this Act shall have no force or effect.
