Imposes safety and disclosure obligations on operators of AI companion systems in Rhode Island. Requires operators to maintain protocols addressing user expressions of suicidal ideation, self-harm, potential physical harm to others, and potential financial harm to others, including referral to crisis service providers. Mandates that operators provide a notification at the beginning of every interaction and every three hours thereafter stating that the AI companion is a computer program, not a human, and is unable to feel human emotion. Enforcement is available through both AG investigation and injunctions and a private right of action for persons physically injured through self-harm or physically or financially harmed by another due to a violation.
