Imposes comprehensive child safety obligations on operators of companion chatbot platforms in California. Operators must conduct annual risk assessments for child safety, implement crisis response protocols, enforce default time limits and ephemeral mode for child users, provide parental controls, and prevent chatbots from producing harmful content to children including self-harm encouragement, obscene matter, CSAM, sycophantic responses, and deceptive claims of sentience. Operators must submit to annual independent audits, with reports filed confidentially with the Attorney General. Enforcement is through public prosecutor civil actions and a private right of action for children who suffer actual harm (or their parents/guardians), with punitive damages available. The Attorney General must adopt audit regulations by January 1, 2028 and issue annual public reports on audit findings.
