Imposes comprehensive child safety obligations on operators of companion chatbot platforms accessible in California. Requires operators to conduct annual child safety risk assessments, implement crisis response protocols, provide parental controls, enforce default time and notification limits for child users, and prevent chatbots from generating harmful content to children — including self-harm encouragement, CSAM, sycophantic responses, and advertising. Operators must submit to annual independent audits certified by the Attorney General, with audit reports submitted to the AG and kept confidential subject to limited exceptions. The AG must issue annual public reports on audit findings beginning January 1, 2028. Enforcement is available through public prosecutor civil actions and through a private right of action for children who suffer actual harm.
