For all users, operators must disclose AI identity when a reasonable person could be misled, implement suicide and self-harm crisis referral protocols, and refrain from implying outputs are equivalent to licensed professional services. Violations are deceptive trade practices enforceable by the Colorado Attorney General with a $1,000 per-violation civil penalty. Annual reporting to the Attorney General on crisis protocols begins July 1, 2027.
