Kentucky SB 4 has two major components. First, it establishes an AI governance framework for state government by creating an Artificial Intelligence Governance Committee within the Commonwealth Office of Technology, requiring a centralized registry of generative AI and high-risk AI systems used by state agencies, mandating risk management policies adhering to ISO/IEC 42001, requiring public disclosure when AI is used in decisions affecting citizens, and imposing data privacy and security protections. Second, it creates a private right of action for candidates whose appearance, action, or speech is altered through synthetic media in electioneering communications, requiring clear and conspicuous disclosure of synthetic media use, with an affirmative defense available if such disclosure is already included. The Act takes effect immediately as emergency legislation. The first annual report to the legislature is due by December 1, 2025.
