Prohibits engagement-maximizing design at the expense of user wellbeing, requires emotional dependence detection and crisis response protocols, and mandates incident reporting to the Attorney General within 15 days of learning of covered harms. Enforced by the Attorney General (up to $50,000 per violation per day) and through a private right of action for harmed persons with attorney fees and punitive damages available.
