Imposes safety, disclosure, and incident reporting obligations on operators of AI chatbots with 500,000 or more monthly active users worldwide. Requires covered entities to implement systems to detect and mitigate user emotional dependence, prevent false claims of being human, and detect and respond to suicidal ideation, self-harm, and acute mental health crises with crisis referrals. Mandates persistent AI identity disclosure plus pop-up reminders every 30 minutes, on login, on user request, and when providing regulated professional advice. Requires 24-hour emergency notification to law enforcement when imminent risk of death or serious physical injury is detected, and 15-day incident reports to the Attorney General for covered harms including death, suicide attempts, and serious injury. Enforced by the Attorney General with civil penalties up to $50,000 per violation per day, and by private right of action for actual damages, attorney fees, and punitive damages for willful or grossly negligent violations. Contractual waivers, arbitration clauses, and limitations on claims are void.
